  3. Plain language — Technical rule names like FRINGE_RATE_HIGH are translated to human-readable descriptions
  4. Organization context — References school districts and schools by name, not internal codes

Example Output Format​

**Employee**: Maria Garcia (School Psychologist)
**Issue**: The benefits rate appears unusually high at 79.5%
**Recommended action**: Review fringe components (health insurance, retirement, FICA)
to confirm nothing was double-entered. If correct, add a comment explaining
the high rate.
