Goal

Compare a report to the prior-year quarter and ensure significant deltas are justified.

Steps

1. Run sdac-compare-quarters to compute deltas.
2. Run sdac-validate-justifications to check comments for large changes.
3. Capture missing or weak justifications for sendback.
